Njengesigungu sikaZwelonke, uMkhandlu waseNingizimu Afrika wamaGama eziNdawo ugidlabezwe ngomsebenzi wokugqugquzela ukuthi kusungulwe amakomidi okuqamba izindawo amagama nasezifundazweni (PGNC). Ngokulawula koMthetho No. 118 ka 1998, ngaphansi kwesigatshana 9 , uMkhandlu kumele unqume imihlahlandlela yokusebenza kwamaKomidi eziFundazwe namiselwe amaGama eziNdawo kanjalo nomaziphathe/omasipala ezindaweni abazilawulayo.
Emhlanganweni woNgqongqoshe kanye nemiKhandlu yabaHlonishwa abengamele imiNyango eziFundazweni owabanjwa ngomhlaka-21 Novemba 2000, abaHlonishwa abengamele imiNyango bavumelana ngokuthi kumele kubunjwe izinhlaka zezifundazwe ngokushesha. Ngomhlaka- 16 Januwari 2001, kwakhishwa izincwadi mayelana nalokhu zaqondiswa kubo bonke abahlonishwa abazicelela ukuqhuba loluhlelo. Loluhlelo lulindelwe ukuphothulwa ngoJuni 2001.
Umkhandlu ulungisa amaqhinga okusabalalisa lombono noyobandakanya amaKomidi okuQamba amaGama ahlongozwa eziFundazweni.

Umtapo wolwazi nemininingwane okuyobunjwa ngawo umtapo onobuchwepheshe bekhompuyutha nesimiso sawo sekunqunyiwe. Imitapo yolwazi isitholakele namalunga oPhiko lwamaGama eziNdawo eDACTS aseqeqeshiwe.
